Conservative flagship council Westminster LBC has warned the government that the nursery voucher pilot scheme it is running is fraught with problems and a nightmare for teachers.

The Guardian (p1) reports on a leaked submission to the all party education committee in which the council claims that 'market forces on their own will not address shortage of places' and that ' the likelihood of a voucher scheme stimulating the market to create new places is doubtful.'

Four local authorities have been running pilot nursery voucher schemes since April, prior to full implementation next Spring. This, says the paper, is the first indication of how it is working.

The assessment of the scheme, by Westminster director of education and leisure Deirdre McGrath, was sent to the committee after being approved by the council's education chair Jenny Bianco.

The document was leaked to Labour MP Margaret Hodge.

Wandsworth LBC and Kensington and Chelsea LBC are understood also to have expressed fears about the scheme, says the paper.
