The government's plans to launch its nursery voucher scheme nationally are to be embarrassed by the reports of two Tory councils which have tested the scheme, The Times reports (p1).

Both Wandsworth and Westminster LBCs will tell the Commons education and employment select committee today that the scheme wastes teachers' time, confuses parents and is unlikely to increase the number of private nursery places in deprived areas.

Norfolk CC, a hung council which is another of the four pilot areas, reports that nursery vouchers have created more local authority places - but at the expense of six private nurseries that have been forced out of business.
