Two Conservative peers, police and local authority officials will be among those named in evidence to a judicial inquiry into allegations of child abuse at council care homes in north Wales, reported The Sunday Times (p2).

The inquiry is expected to cost £10m and has been described as a 'powder keg' by a senior Welsh Office official. The tribunal will begin public hearings in January.
