The government is heading for a fundamental review of the future of education services.
It appears the prime minister is planning to use the data being gathered by Ofsted inspections of education departments as the basis for determining how schools and other education services are to be run.
The inspections to date have often produced poor results. Of the 44 reports so far, four have caused the government to intervene in the running of the service.
It has been assumed that the data being collected was to be used simply for comparisons between councils, but it now seems the entire future of education departments could depend on how Tony Blair views the overall results.
