Local education authorities have attacked a senior civil servant for making 'political' statements in a pamphlet written for a right-wing think tank.

Writing for the Politeia group, Chris Woodhead, chief schools inspector at Ofsted, claimed there are '15,000 incompetent teachers working in our schools'. He also attacked authorities 'which so palpably failed to deliver the goods' on school inspection.

Saxon Spence, vice-chair of the Council of Local Education Authorities, said Mr Woodhead's comments were inappropriate for an objective civil servant: '[LEA members] all share the same uneasiness that someone in his position should go out of his way to damage that objectivity.'

She said he was a 'very able person' but his comments were 'driven not by evidence but by preconceived ideas'.
