Out-of-date attitudes will hold back best value, but expecting councils to perfect all their services is unrealistic, according to the New Local Government Network.

Its report, Starting to modernise: achieving best value, says: 'Traditional political attitudes will need to change - including the view that in-house is always best.'

These 'old ideologies' could get in the way of working towards the best possible service. The solution is 'being radical, finding ways to improve performance, not finding excuses why it is impossible'.

Best value will affect employees 'significantly' and a 'decent framework of employment law, practices and principles' should be put in place.

'It seems unrealistic to think all 400 local authorities should even attempt to be expert at producing all of the 40 or more main local authority functions in every single local authority,' the report says.
