Cumbria County Council education dept (two similar reports): The council failed to consider properly the issue of safety of a child's walking route to school. A blanket judgement was made that because the road was wider than 5.5 metres it was safe, but the specific circumstances of the case were not properly considered.

The Ombudsman considered that the safety of walking with a pushchair along a main road on the way to school was not taken into account.
