The Ombudsman criticised Sandwell MBC for delaying a decision over whether a Representations Hearing should be held after the council had served a Notice of Proposal to Cancel Registration of a Home to the owners of a registered residential care home.

The owners lost some business from council referrals because of the delay in returning the home to the council list after concerns about the home had been resolved.

The Ombudsman also criticised North Cornwall DC for granting planning permission for a four-storey building opposite the complainant's home, without taking into account the effect on the complainant's property.
