The council delayed unreasonably, by about five months, in issuing a first draft of a boy's statement of special needs, a Local Government Ombudsmen report says.

The report involving the Kent CC was issued this month.

It said the council received the report of the speech therapist on November 18 1993 but did not issue the draft statement until 12 April 1994.

After consideration of the draft statement, the parents asked for a meeting with the council to discuss it, as they were stautorily entitled to do.

The council delayed in arranging this meeting.
