Wales has the least successful education system in Britain, and the largest proportion of young people dropping out to join a 'status zero' category, according to the Training and Enterprise Council in Mid Glamorgan, The Daily Telegraph reports (p15).

An estimated one in five school leavers become 'status zero' in the county, with most of them likely to use drugs on a fairly regular basis and be involved in criminal activities.
