The Scottish office is preparing to back down on the controversial law which prevents Scottish parents from voting to block school closures, after three appeal court rulings prevented the closure of a Glasgow school last week, the Scotsman reports.

Ministers have put pressure on eduction authorities to reduce surplus pupil places by closing schools but refused to amend the law.
