The government's hopes that 1,500 schools will have opted out of council control by next April seem unlikely to be fulfilled, the Daily Telegraph reports (p12).

The paper says that fewer ballots are now being held although ministers are expected to hail the 1,000th parental vote in favour this week.

A total of 34 schools are expected to vote in favour of opting out this month, the lowest November figure since 1990.
