Oxford City Council has issued a video and a booklet telling its manual workers how they should behave towards the public.

The Daily Telegraph (July 20, p5) reported that council buildings director Graham Bourton drew up the leaflet to prevent complaints from tenants.

Workers will be expected always to wear their uniform, to refrain from 'disrespectful behaviour' and to not swear, wash spades in council tenants' baths or trail mud through their houses.

'Most of the issues are common sense, but we have not always used common sense in the past,' Mr Bourton told the paper.

'We have had not complaints since the scheme started.'
