The government white paper for mid Wales which has been criticised for lacking substance has been identified as an important springboard to developing rural areas, reports the Western Mail (p5).

Mal Thomas, who heads the Mid Wales Partnership told the paper that co-operation is the key to ensuring an economic and social revival in rural Wales.

The partnership believes that the government's white paper can push the debate over the area forward.
