The TES reports (p4) on Education Secretary, John Patten's intention to use the new Funding Agency for Schools (FAS) to shake up the state system, with five councils already targeted - Birmingham, Sheffield, Manchester and Lambeth and Haringey LBCs.

By next April half of all LEAs will have passed the point where 10% of their pupils are in GM schools and therefore will have to work with the FAS.

Hillingdon and possibly Brent will have passed the 75% mark where the FAS takes complete control of secondary schools, the paper reports.
