The government's minimum income guarantee for old people was branded a failure last night after it emerged that only 2% of pensioners who are missing out have asked for forms to claim the cash.

The Daily Mail (p15) reports that despite spending more than£1m on a campaign to persuade up to 870,000 of the poorest pensioners to take up the scheme, ministers admit that only 19,000 claim packs have been handed out.

Ministers have admitted that a helpline for potential claimants has received just 32,000 calls but social security secretary Alistair Darling insisted yesterday that he had made it easier to claim the extra money.
