Barry Adams has been appointed director of corporate policy and strategy at East Riding of Yorkshire Council. He is currently head of resource strategy. He joined the council in 1999 as head of information technology, after working for Hull City Council. Mr Adams starts work in April, following the retirement of the current director Jack Blackmore.
Graham Soulsby was recently appointed deputy chief executive at Kettering BC. He had been acting deputy chief executive since September 2005. Before this Mr Soulsby was head of finance & corporate development at the council.
John Lawson is acting chief executive of Isle of Wight Council, he was previously assistant chief executive. Peter Gould, chief executive of Northamptonshire CC, is working with the Isle of Wight Council part-time providing strategic support to senior management.
Jacky Doyle has been appointed head of leadership development at Manchester City Council. She starts work on 27 February, joining from West Yorkshire Development Conference, where she was interim chief executive.
Julie McCarthy, principal services manager at Waveney DC has joined Public Sector Consultants as a consultant.
Outgoing Liverpool City Council chief executive Sir David Henshaw has been appointed to redesign the Child Support Agency, following a major review by its chief executive Stephen Geraghty.
Waltham Forest LBC's new executive director of environmental services is Martin Esom. He is currently deputy director of environmental services at Richmond upon Thames LBC. Mr Esom trained as an environmental health officer at Thurrock BC, then moved to Tower Hamlets LBC where he oversaw the redevelopment of the London Docklands.
The new head of green space at Waltham Forest LBC is Nick Burton. Mr Burton is an independent consultant and former director of London Parks & Greenspaces Forum. He has experience working for Southwark LBC specialising in parks and environmental matters.
Law and scrutiny
The new head of legal and democratic services at Herefordshire Council is Alan McLaughlin. He was previously deputy head of legal services for social care and general litigation at Buckinghamshire CC.
Andrew Williams is the new director of children, family and adult services at East Riding of Yorkshire Council. He starts work in May, following the retirement of the present director, Jon Mager. Mr Williams has been chief executive of the East Yorkshire Primary Care Trust for the past five years and chief executive of both the PCT and the Yorkshire Wolds and Coast PCT for the past year.
East Sussex CC's new assistant director, planning and performance management in the children's services department, is Lou Carter. She has moved from her role as head of the transformation team in personnel and training at thecouncil.
Joyce Berry has been appointed assistant director, integration and specialist services, at St Helens MBC. She previously worked for Bury MBC managing support systems in education and social services.
Birmingham City Council's head of catering services, Sheila Walker, has been appointed to the national School Food Trust, which aims to improve school meals.
Penny Gaunt has been appointed deputy director, learning and school effectiveness at East Sussex CC. Ms Gaunt had been acting in this post on secondment from her role as chief adviser for the Centre for British Teachers School Improvement Service.
Finance and resources
Julie Childs is the new head of income and debt management at Kettering BC. She is currently head of revenues & benefits at Daventry DC. Ms Childs starts work in April.
Hazel Cunningham has been appointed assistant director, resources, in the children's services department at East Sussex CC. She joins from the National Society for the Prevention of Cruelty to Children, where she was head of finance.
Head of business unit and finance manager at Waltham Forest LBC is Betty Varnava. She is currently business support manager to the chief executive.
Derek Casey, a former chief executive of the UK Sports Council, has been appointed the director of Glasgow's bid to host the 2014 Commonwealth Games. Mr Casey also served on the organising committee of the 2002 Commonwealth Games in Manchester.
Sir Robin Wales, mayor of Newham, has been appointed non-executive director on the board of the London Organising Committee of the 2012 Olympic Games, representing local government. Sir Robin is also chair of the Association of London Government.
Jenny Jones is London mayor Ken Livingstone's green transport adviser. Ms Jones is a Green Party member of the London Assembly. She also acts as the mayor's road safety ambassador.
