Michael Pepper, Cleveland CC personal services director, has attacked the way the staffing implications of local government reorganisation are being dealt with by the government.

Echoing the criticisms of the Society of Chief Personnel Officers on Staff Commission recommendations for staff transferring to new authorities, Mr Pepper said:

'On the evidence of the guidance and statements made so far, it is hard to feel any confidence that the proper consideration is being given to matters which, as well as being vital for many thousand of staff and their families, have massive implications for the maintenance of services'.
