For returning officers, the feeling was much the same, when realisation finally dawned that an all-postal pilot was going ahead in four regions; in some cases at very short notice.

Writing this mid-way through the process of return and verification, I have my fingers well and truly crossed.

Returning officers are at the end of a fragile supply chain, critically reliant on external printers and the Royal Mail.

In our case, we have been fortunate with the high levels of commitment and organisation shown by our outside partners. As the parliamentary uncertainty continued, we made a conscious decision to engage a printer early and establish a relationship. This has proved immensely valuable.

For those of us who had not run an all-postal pilot before, it has been a case of putting to one side we like 'ASAP' are meaningless. Have people specify actual dates for results or reviews.'

Finally, there is nothing more disruptive than constant interruptions. Make sure someone outside the meeting is designated to take messages.
