The government plans to make quangos in Wales more accountable, with an adviser to Welsh secretary Ron Davies saying the 'democratic deficit' would be addressed.

Reported in the Western Mail (p1, May 10), Hugh Roberts said the new Welsh Office ministerial team was 'committed to making all the mechanisms for delivering services to the public more accountable and democratic.'

It was too early to finger specific quangos for change, he said.

Land Authority for Wales chief executive Bernard Ryan said not all appointees were 'Tory placemen', and his own board included Labour council leaders.

National Lotteries Charity Board member Linda Quinn, a former South Glamorgan County councillor, said only allowing elected representatives would exclude people with specialist knowledge.
