Councils and the Welsh Office have been accused of failing to prevent the 'scandal of Welsh conservation,' reports the Daily Post (Welsh edition, p12).

But Gwyn Hughes, chief planning officer at Arfon BC, one of the councils criticised in the article in Perspectives on Architecture magazine, said:

'Without sensitive planning authorities there would no longer be any historic buildings in Wales.'
