Lack of planning permission for waste processing plants is one of the main

obstacles preventing the move away from using landfill for rubbish disposal,

BBC Radio Four's Today programme heard this morning.

Nigel Matravers, a member of the Institution of Civil Engineers' waste

management board, said up to 2,300 waste processing facilities needed to be

built by 2020.

But it was difficult to find sites and to get planning permission, he said.

'We look to government here for central guidance on this'. The government

should give more support to local authorities in handling these planning

applications, he said.
