Scotland on Sunday (Business section, p1) reports that a confidential review by the Scottish Valuation and Rating Council suggests returning the responsibility for setting business rates back to local authorities.

It also suggests giving them powers to levy a supplementary tax to offset Scottish Office spending curbs. But business leaders have reacted angrily to the possibility.

John Downie, of the Federation of Small Businesses, said: 'If the Labour party returns rates to local authority control it will be in serious trouble with the business community. Until local authorities prove they can handle money sensibly we will be opposed to them controlling our rates'.
