Plans to link social services funding to bedblocking targets will foster hostility between the NHS and councils, leading left-wing think-tank Demos has warned.

A Demos report, Systems failure, concludes the carrot-and-stick approach in the budget (LGC, 19 April) will backfire.

In the report Nigel Edwards, director of the NHS Confederation, warned: 'Care decisions will be taken to avoid the fine which mean the wrong patients are targeted and money withdrawn from services.

'This is a classic example of well-intentioned policies which need to consider the impact on the whole system in a more sophisticated way.'

Report author Professor Jake Chapman added: 'Vast public services should be approached as complex, human systems with a resilience which gives them a life of their own.'
