A new clause for the Police and Magistrates' Courts Bill which would promote crime prevention through partnerships between police and local authorities was proposed by the member for Sedgefield Tony Blair (Orders, 5 July, col161).

However, the question of a second reading was negatived by a division of 246-280, along with a debate on the 'metropolitan police authorities'.

An amendment entitled 'Alteration of Welsh police areas on local government reorganisation' which would, in Home Office under-secretary Charles Wardle's view, settle 'outstanding questions' was agreed to without division.
