Plans to merge police forces are facing indefinite delays because of the government's failure to find a way to harmonise precept arrangements.

Cumbria and Lancashire police authorities have pulled out of a proposed merger (LGC, 22 June) because the government has not managed to enable council tax harmonisation across their boundaries.

This has given hope to local government leaders that the remainder will be scrapped on financial grounds.

A Home Office spokesman confirmed there was 'no longer a strict timetable' for the mergers.
