The alleged illegal gerrymandering at Westminster City Council would not have been possible if proper, legally defined local government procedures had been followed, Professor Patrick Boylan says in a letter to the Independent (p15).

For many years in a small but significant minority of councils, leaders and chairs of all parties have taken decisions on behalf of the whole council, sometimes on a daily basis, Professor Boylan says.

Such individuals may feel they are in a similar position to government ministers but the parallel is not valid because the legal powers invested in ministers do not exist for council members, he says. Political parties must take action to bring the prima donna leaders under control.
