Torbay lottery empowers local groups to generate vital funds

Teresa Buckley, governance team leader and project lead for the Torbay lottery describes how launching a local authority lottery has provided a way of supporting good causes whilst helping to meet the council’s budget pressure

Torbay has a vibrant third sector which is vital to our community and the council has traditionally supported the work of local charity, voluntary and community sector organisations via grant funding.

However, with diminishing budgets and reduced grant funding available, Torbay has worked in partnership with Gatherwell to develop a unique local authority lottery platform to create the online Torbay Lottery.

The council receives none of the proceeds, but acts as the overall license holder. All funds raised through the Torbay Lottery are spent within Torbay to provide benefits to local people. Tickets cost £1, with 60p from every pound going directly to Torbay’s good causes, compared to just 28p in the pound for the National Lottery.

There are two elements to the scheme. Community groups are able to set up their own lottery page on the Torbay Lottery website where they will receive 50p in every pound on tickets bought through their cause page, with another 10p going into the Torbay Lottery Small Grants Fund. Alternatively, tickets can be purchased to support the central Torbay Lottery (Lottery Small Grants Fund) with 60p going into the fund. The remainder is used for prizes, administration and VAT.

Local charities, voluntary and community groups can also apply for a one-off grant of up to £5,000 from the Torbay Lottery Small Grants Fund to help fund items or activities which support the council’s ambitions and priorities.

The Torbay Lottery has been operating since 25 April 2017. To date, it has 96 approved causes and is on target to raise over £42,000 in its first year.

Gatherwell and Aylesbury Vale DC (the first local authority lottery in the UK) have provided invaluable support and assisted us in creating our business case and have supported us in applying for our lottery licence from the Gambling Commission. We couldn’t be more pleased with the outcome.
