Chief executives challenge rejected bid for pay rise

The union representing council chief executives and senior managers will be informed within three weeks whether a decision by National Employers to reject a 2% pay claim will be reversed, following a crunch meeting yesterday.

The Association of Local Authority Chief Executives & Senior Managers (Alace) submitted the claim in January after National Employers made an offer of a 2% rise for each of the next two years for the majority of council staff. That offer, which does not relate to the most senior staff in the sector, was subsequently accepted by unions.

However, National Employers, who negotiate pay on behalf of the majority of councils in England, rejected Alace’s claim and instead offered a 1% rise to senior council staff in 2018-19. The offer, for one year only, was rejected by Alace in April.

LGC understands Alace presented its case for a 2% rise for this year and next year at a meeting with National Employers yesterday and the union was told it would be informed of a decision in two to three weeks.

Previously responding to the rejection of the pay claim, Alace chair Tracey Lee, who is also chief executive of Plymouth City Council, said: “We are very disappointed with the Employers’ offer because it treats chief executives less favourably than other staff in two respects – both in terms of the level of the offer, which represents a further, significant real terms cut in the value of our members’ pay, and because it is for one year only.”
