Mr Hay, who has been at Birmingham for 14 years, will take early retirement in July although he will stand down from his role on 31 March.
His current role includes responsibility for children’s education and social care, adult social care, housing needs, public health and commissioning.
In the time leading up to his retirement he will be seconded to undertake a small number of research and evaluation based projects for the council, a statement said.
Mr Hay is a former president of the Association of Directors of Adult Social Services and he was awarded a CBE in 2012 for services to social care and health.
The future arrangements for the leadership of the people directorate will be determined by a consultation on the shape of the council’s corporate leadership team.
