Phil Shears

Teignbridge DC’s deputy chief executive Phil Shears has been appointed to the council’s new role of managing director. Mr Shears, who has worked for Teignbridge for 25 years and held the role of deputy chief executive for 11 years, replaces former chief executive Nicola Bulbeck. Ms Bulbeck left the council in June after being appointed an executive director at West Sussex CC.

Eden DC’s chief executive Robin Hooper is leaving the council after seven years. Explaining his departure, Mr Hooper said he “would like to create more capacity in my life” to be involved in “major public and private schemes” and help turn around failing public bodies. A report on Eden’s recruitment process is due to be considered by councillors on 15 February.

Entrust, a joint venture partnership between Capita and Staffordshire CC, has appointed Chris Blackwell as chief executive. Mr Blackwell has worked in various senior leadership roles including UK managing director for service provider Maximus and interim chief executive for the Reducing Reoffending Partnership.
