Carole Mills

Derby City Council has appointed Carole Mills as chief executive. Ms Mills, currently chief executive of Milton Keynes Council, is the permanent successor to Paul Robinson, who joined Worcestershire CC in March. She has been Milton Keynes chief executive since 2014, having previously held senior roles at Walsall MBC and Nottingham City Council. Deputy chief executive Christine Durrant, who has held the role on an interim basis since Mr Robinson’s departure, is to remain in the job until Ms Mills takes over in the summer.

Adrian Phillips

Adrian Phillips has been confirmed as interim chief executive of Preston City Council. He will replace Lorraine Norris, who is retiring next month. Mr Phillips is currently Preston’s director of environment and has worked at the council for 32 years. He said: “Everyone benefits from a growing city and economy, and continuing the strong track record of development and partnership is a key priority.”

Jill Colbert has been appointed director of children’s services at Sunderland City Council and will also take on the role of chief executive of its children’s services company Together for Children. Ms Colbert replaces Alex Hopkins who was chosen to lead the company ahead of its launch in April last year, but departed in January before Sunderland agreed to invest an extra £4m a year to address Together for Children’s £5.7m funding shortfall. Ms Colbert is currently corporate director for children, families and wellbeing at Trafford MBC after joining in 2016. She previously worked for the Birmingham Community Health Trust and The Children’s Society.

Nottinghamshire CC has appointed David Hughes to lead major investment projects. Mr Hughes has taken up a newly created position of director for growth and investment and will support the delivery of Nottinghamshire’s corporate plan. He has more than 30 years’ experience in the regeneration and development sectors and recently worked on the Anfield regeneration project in Liverpool and the Ceramic Valley Enterprise Zone in Stoke-on-Trent.

Director general for housing at the Ministry of Housing, Communities and Local Government Helen MacNamara is to join the Cabinet Office. She will take on the role of director general, propriety and ethics team, overseeing advice given to all government departments on standards issues, corporate governance in public bodies and the management of public appointments.

Jo Lappin

Jo Lappin has been appointed chief executive of the Cumbria Local Enterprise Partnership. She was previously chief executive of Northamptonshire Enterprise Partnership where she developed a strategic economic plan for the county. Ms Lappin takes over from Graham Hayward, who is departing at the end of April after three years as planned.
