A large majority of chief executives and senior officers believe central government is having a negative impact on both their council and local government in general.
Northern powerhouse minister Jake Berry blamed councils in Yorkshire for a failure to get a deal in place as it emerged one council has pulled out of the One Yorkshire bid.
Seventy per cent of council chief executives and senior officers have admitted their authority has no plan for how to deal with the potential consequences of Britain leaving the European Union.
