Peer reviewers have praised a “chalk and cheese” turnaround by Gloucester City Council.
A similar review in 2014 by the Local Government Association found the council dealing with a management upheaval and allegations of nepotism and with crumbling morale in which “strategic and organisational capacity is stretched and things are beginning to creak”.
The latest review said that four years ago “the council [was] not regarded as a dependable partner” and finances were “precarious”, with strained relations between members and officers.
It called the change since then “chalk and cheese” and in particular praised the city’s regeneration programme.
Leader Paul James (Con) said: “We’ve made good progress since 2013 which is down to the hard work of many people across the organisation. This feedback really validates all that effort and also helps to identify the challenges we face now and in the future.”
The peer review recommended though the council should clarify its Together Gloucester transformation programme where “the organisation’s perception is mixed, and this is affecting staff morale” to better manage issues including transformation and ICT investment, organisational and workforce development, accommodation, channel shift and business process improvement.
