Charlie parker new website
Westminster City Council chief executive Charlie Parker has been appointed new chief executive for States of Jersey. Mr Parker is to leave Westminster in January. Stuart Love, the council’s executive director for city management and communities, is expected to deputise for Mr Parker from September before becoming acting chief executive in January until a permanent appointment is made. Mr Parker joined Westminster in 2013 having spent five years as Oldham MBC chief.
Marion Kelly has been appointed interim section 151 officer at Peterborough City Council following John Harrison’s sudden resignation from the role on 19 July. In a statement Peterborough leader John Holdich (Con) said Mr Harrison had had decided to resign after 12 years as corporate director of resources “to pursue other opportunities”. Ms Kelly, who was chief finance officer at East Sussex CC for three years until September 2016, joined Peterborough in March this year as interim director of financial services.
Mr Harrison was also interim section 151 officer for the Cambridgeshire & Peterborough CA and East Cambridgeshire DC on a part time basis. At a meeting last week the combined authority resolved to seek a replacement from among its members’ section 151 officers pending a permanent appointment. Meanwhile East Cambridgeshire appointed its finance manager Ian Smith as section 151 officer on 13 July.

vouyioukas tolis for web
Buckinghamshire CC has appointed Tolis Vouyioukas as executive director for children’s services. Mr Vouyioukas, a qualified social worker who started his career with Essex CC in the 1990s, is currently strategic director of people at Sutton LBC where he has responsibility for children’s services, adult social care, public health, leisure, arts and heritage.

North Tyneside Council’s head of HR and organisational development Alison Lazazzera is to join Durham CC as a new head of people and talent management. Ms Lazazzera has previously held senior roles at Sunderland City Council and the former Chester-le-Street DC. In a statement the council said her new role would be “crucial” to the transformation of services and development of its workforce.

Staffordshire CC deputy leader Ian Parry has resigned from his position after seven years to take up the role of business development manager with the Centre for Public Scrutiny. Cllr Parry, who will continue as a county councillor for the Stone Rural area, has a background in business leadership, marketing and public relations. At CfPS he will help drive the organisation’s growing consultancy and training support to both local government and the private sector.
