Martin Swales

Martin Swales is set to become the next president of the Society of Local Authority Chief Executives & Senior Managers. Mr Swales, chief executive of South Tyneside MBC since 2010, is expected to take over from Doncaster MBC chief Jo Miller when her term of office ends on New Year’s Eve. Mr Swales is due to be confirmed as president for the next two years at a special general meeting on 12 December.

Newcastle-under-Lyme BC is set to appoint a new chief executive, three months after the previous top officer stepped down after it emerged more than 1,000 voters were disenfrachsed at last year’s election. Martin Hamilton, who has been strategic director for the Dorset Councils Partnership for the last three years, was expected to be confirmed in the role at a full council meeting on 21 November. Previous chief executive and acting returning officer John Sellgren left the council by mutual consent this August after seven years as its chief.

The Chartered Institute of Public Finance & Accountancy’s immediate past president Andy Burns is set to lose his job at Staffordshire CC as the county seeks to close a £35m budget shortfall next year. Mr Burns’ director of finance and resources role is to be eliminated along with the role of director of strategy, governance and change, held by John Tradewell. Mr Tradewell has been recommended to the new director of corporate services role. The decision is subject to councillors approving it at a meeting in December.

Gladys Rhodes White

Bradford City MDC has appointed Gladys Rhodes White as its interim strategic director of children’s services after Ofsted rated the services inadequate in September. She replaces Michael Jameson who announced his retirement following the Ofsted inspection. Ms Rhodes White has held a number of interim turnaround roles, including at Manchester City Council and Buckinghamshire CC, and was due to start at Bradford on 19 November.

Victoria Gibbs is to join Calderdale MBC as assistant director for early intervention and safeguarding in January. She replaces Julie Jenkins who was appointed as the director of children and young people’s services in September following the retirement of Stuart Smith. Ms Gibbs is currently head of integrated commissioning and prevention at North Lincolnshire Council.

Pauline Turner

Sandwell Children’s Trust has appointed Pauline Turner as its director of operations. The former Ofsted inspector joins in December from Doncaster Children’s Services Trust where she is a senior director.
