One of the contenders for Chancellor Gordon Brown's planned council of economic advisers has put the case for huge council tax increases for the most expensive properties, the Observer says (page 1, 4 May).

John Muellbauer, of Nuffield College, Oxford, uses an article in the Observer to argue that reform of council tax could lower interest rate expectations and damp down the housing boom.

He suggests£800,000 could be raised by doubling bills for Band H households and raising band G bills by 50%.
