John Prescott, the environment secretary, defended his proposals for congestion charging on BBC Radio Four's Today programme this morning. Rather than being a blanket tax on motorists, it would be an option for local authorities to use, he said.

'It has to be raised by local councils. I can't force it on them, they have to get the consensus of the people in that area', Mr Prescott said. 'And if that money is raised it has to be put in a special fund and used only for transport.'

He added that where local authorities were investing in public transport, use of public transport is already going up and car use down.
