Environment secretary John Prescott has been judged the government's most effective minister in a survey by the think tank Catalyst, reports The Mirror (p23).

The league table was drawn up by Labour's fomer policy chief Roland Wales, who said: 'There is great admiration at the way Prescott just went at it, launching a staggering number of initiatives. He got stuck in and got on with the job.'

Mr Prescott was ranked joint first, scoring 38 points out of a possible 50, with Mo Mowlam, the Northern Ireland secretary.
