Analysing the allocation of environment, transport and regions ministerial responsibilities (see LGCNet, Whitehall category 8 May) The Independent (p6) reports a high level of confusion about the structure of the combined departments.

The paper speculates whether a full merger is eventually envisaged.

It quotes deputy prime minister John Prescott. While sayign there were no immediate plans to merge the two, he said:

'I have inherited two departments that have been operating separately and in some case not even talking to each other, for a long time. Integrating the thinking, bringing them together, getting a structure of political decision-making is my first priority.'
