Preston City Council has announced it intends to break free from Lancashire CC to become a unitary council.

The district council turned down the opportunity to become unitary in the mid-1990s while nearby Blackburn with Darwen and Blackpool councils left Lancashire.

The move gives minister for communities and local government, David Miliband, a boost in his efforts to promote restructuring, which have appeared to be flagging.
