Grant maintained schools should be given complete financial freedom, the Tory Reform Group said this week. The moderate Conservative pressure group argues in its pamphlet Private Finance, Public Service: The Right Approach that grant maintained schools and NHS trusts should be free to borrow from the private sector without government guarantees - similar to housing associations.

'Although neither the Housing Corporation .nor the government guarantees the debts of housing associations they have attracted more than £2 billion from the private sector', the report says.

The group says the idea would breath new life into the government's private finance initiative, announced in last year's autumn statement as a way of drawing more private cash into public services.
