An increasing number of local authorities are using private investigators as professional witnesses, according to a feature in today's Independent (p18).

The paper focusses on Sunderland MBC's housing committee which pioneered the use of private detectives to collect evidence against tenants causing a nuisance on a local estate.

Salford City Council, Manchester City Council, Southwark and Lewisham LBCs and Stoke-on-Trent City Council have followed Sunderland.

Blyth Valley BC have run a pilot and Bury MB, Leeds City Council and Coventry City Council have given the go ahead.

Newcastle under Lyme BC is inviting tenders and Wirral MB is talking to investigation agencies. Knowsley MB and the Merton LBC are considering the idea.

The feature considers the civil rights implications of private investigators and also gives the police reaction.
