Many council officers are resistant to involving the private sector in best value, the Commons environment select committee heard.

Outsourcing consultant David Robinson said the observation came from personal experience. The chair of the CBI's local authority procurement panel, Stelio Stefanou, said there was a wide variation between forward thinking councils and what he termed 'the opposite experience'.

'The private sector is well suited to meeting local need as we are customer focused. We rely on it for our livelihood,' he said.
