Compulsory competitive tender of catering in the public sector has had little impact, the Financial Times reports (p6).

The paper says that only 6% of tenders have been awarded to private contractors according to a report from the Institute of Public Finance.

According to the report the catering industry accepts that the Transfer of Undertakings regulations (TUPE) apply to council catering contracts. This means that employees must be offered jobs on their existing terms and conditions and most contractors are tendering on this basis.
