One of the last completed projects of the urban regeneration scheme City Challenge opened in the West End of Newcastle yesterday, reports the Financial Times (p14).

The Cruddas shopping centre was part of the scheme that pumped£37.5m of state money into the area. Local residents have seen improvements in the city's physical environment, shops, housing and anti crime measures.

But the scheme has received criticism. City Challenge board member and local resident Ann Blair said regeneration needs to start with people, not buildings.

'There are areas where a lot of City Challenge work will be totally lost because there is nothing to follow on,' she told the FT.
