Midlothian Council has announced the details of a£350m private-finance driven construction programme to provide infrastructure for 1,500 homes, arts and sports complexes, a business park and a bypass.

Construction News (p1) reports that the main part of the deal, valued at£300m-plus hinges on forming a public-private partnership, and the second part of th deal will use standard private finance initiative arrangements to rebuild two secondary schools and build a new primary school.

The council has until 30 June to present its business case to the Scottish Office and officials are confident the scheme will win approval because their approach follows government guidelines on partnerships.
