The Public Finance Foundation has given its views on what the budget means for the Public Sector, calling the three year public sector pay freeze 'extremely ambitious'.

The report by the PFF includes an estimation that the council tax for standard spending will be £511 for 'band D' properties or £454 for 'band C'. But if councils spend £1.4bn above TSS in 1994/95 (as planned for in 193/94) the average bill could reach £597 for 'band D' properties.
