The Audit Commission is to supplement best value performance indicators with voluntary cross-cutting and quality of life indicators. It will no longer issue annual statutory PIs for councils.

A consultation found there was no support for the commission continuing to set PIs alongside the best value PIs issued by the DETR.

Audit Commission head of performance information Steve Evans said: 'There's been a lot of interest in [quality of life issues], but the new duty to develop a community strategy is going to crystallise that. The commission will want to develop indicators that reflect those strategies.'

A draft version of the new PIs will be published for consultation in September, while the DETR's draft best value PIs will be published around the end of August.

The new indicators

Cross-cutting indicators assess the experiences of people who need services to be co-ordinated across different bodies.

Examples of quality of life performance indicators include the number of days of air pollution and the number of houses judged unfit to live in.
