A bill drafted for inclusion in the Queen's Speech will force employers to bear a higher proportion of the costs of statutory sick and maternity pay, the Independent on Sunday claims in its lead story.

The paper says the measure is being forced on the reluctant Social Services Secretary Peter Lilley by the Treasury. The aim is thought to be to reduce the proportion of sick pay bills claimed back by industry to 60%.
